March 2024 School Information

Below, you will find outlined all of the pertinent information for the March 11-15, 2024 school. We continue to have a great turnout for our past schools, and MSAA greatly appreciates the support! MSAA is pleased to offer two educational sessions this time around.

The negotiated nightly rack room rate is $116.00 plus county lodging tax, please make sure to provide the hotel with your tax exemption letter.

Session #2:  Basic Appraisal Procedures

This AQB-approved course takes you step-by-step through the valuation process: defining the problem, collecting and analyzing data, reaching a final opinion of value, and communicating the appraisal. Learn about the three approaches to reaching an opinion of value—income capitalization, cost, and sales comparison—and apply them to true-to-life case studies and problems. After examining income capitalization methods and formulas, learn how rates and multipliers are derived.

Through case studies, discover the steps and concepts involved in the cost approach—how appraisers estimate the cost of constructing a reproduction of or replacement for an existing structure; the three major components of depreciation and methods for estimating and allocating depreciation; and land and site valuation.

The course will guide you through the sales comparison approach, including researching the market, verifying information, selecting units of comparison, conducting a comparative analysis, making adjustments, and reconciliation. Complete key sections of an appraisal report. Finally, the course provides an introduction to property description and construction and design basics.

Note: This is the follow-up course for Basic Appraisal Principles that was offered in September 2023.


Who? | Our Instructors

Session #1 – Real Estate Workshops

Dan Cypert, AAS, RES

Dan has more than 25 years of experience in property assessment at the local county and state oversight levels. From 2013 to 2017, he served as the Division Administrator over Ratio Studies for the Arkansas Assessment Coordination Department. In 2018, he returned to his home county to continue in the role of Chief Deputy Assessor for the Washington County Assessors Office, a role which he previously served from 2003 to 2012. He is an Arkansas Level 4 Senior Appraiser. Dan holds both the Assessment Administration Specialist (AAS) and the Residential Evaluation Specialist (RES) professional designations from the International Association of Assessing Officers (IAAO) and was named IAAO’s Professional Designee of the Year in 2016. He also currently serves as a Professional Designation Advisor for IAAO.

Dan is a Past-President of the Arkansas Chapter of IAAO. He served on the IAAO Executive Board from 2017-2019 and currently serves on IAAO’s National vs. In-State Instructors Task Force and the GIS/Valuation Technology Conference Content committee as well as the Ratio Study & Audit Best Practices Advisory Group for the State of Arkansas. He has served on IAAO’s Finance Committee and the Chapters & Affiliates Sub-committee. He is a Senior Instructor for IAAO and TEAM Consulting Instructor with experience teaching throughout the United States. Dan has instructed for MSAA many times in the past few years.

Session #2 – Basic Appraisal Procedures

Doug Potts, MAI, AI-GRS

Mr. Potts is a Missouri General Certified Real Estate Appraiser and member of the Appraisal Institute. He has been in the appraisal profession since 1990. He started his career as a Commercial Field Representative with the Missouri State Tax Commission. He spent the majority of his career as Vice-President and Chief Appraiser for Commerce Bank, where he was responsible for technical management of a system-wide and skills-diverse team of 11 valuations and environmental professionals handling thousands of new and existing asset-diverse residential and commercial transactions every year, with an annual book of business of ±$3 Billion.


Course Costs

The Real Estate Workshops and Basic Appraisal Procedures are being offered at $650 per student.  A reference manual is included in that cost.


Registration

  • If you pay by credit/debit card, you must register online.

  • If you are paying by check, you must download the registration form and mail it in with your check.

Test on Friday

There will be a test administered on Friday morning for both classes. Elected county assessors are not required to take the test in order to get credit for the class to meet their state certification requirements. However, if you want credit for the class from IAAO, MSAA, or MREAC (for licensure, not recertification), then you need to take and pass the test on Friday morning. MSAA has an existing Assessor & Staff Certification program that requires that the exam be taken and passed in order for this class to count towards those certifications. This course is pending The Missouri Real Estate Appraisers Commission (MREAC) approval for Continuing Education credits. MREAC does not require licensees to take the exam to get their CE credits.


STC Class Credit Approval/Sign-In Sheet

Per State Tax Commission regulations, elected county assessors will need to ensure they are at class a total of 32 hours during the week. There will be a sign-in sheet passed around in the morning and afternoon of each day of class. Students are responsible for making sure they attend all 32 hours in class and that they sign in at each half-day session during the week. If not, the STC may not grant full credit to the student for this class. MSAA is not responsible for the STC class credit approval determination or the sign-in sheets.


Cancellation Policy

The MSAA Executive Board has adopted the following cancellation policy:

Registrations for Spring and Fall Schools sponsored by the Missouri State Assessors’ Association (hereinafter “MSAA”) may be canceled by the person making the reservation up to 30 days before the scheduled first day of the school that is being registered for. Full refunds of school registration fees may be requested. Cancellation requests for school registrations made within 30 days of the first day of school are subject to review and approval by the Executive Committee of MSAA. Refunds requested within 30 days may not include books and materials fees paid by MSAA if said books and materials cannot be returned to the vendor by MSAA.
